The AI for city defense has an IQ of about 70 (lol), and it needs a solid brain boost to better represent players. So, yes, I would be all for making city attackers have to work much harder to secure their plunder attempt vs how easy it is now with just modest attack boosts. It wouldn't take much to level the playing field on the balance we have now between city defense and the range of attack power we're seeing (most of that attack is coming from city building turning into war power due to years of GbG focus, PvP Arena, and yes even GvG).
